शिमला बाईपास मार्ग पर एक पिकअप पर रखा सरिया आगे चल रही रोडवेज बस में जा घुसा। गनीमत रही कि पीछे की ओर बस में कोई सवारी नहीं बैठी थी। ऐसे में हादसे में कोई घायल नहीं हुआ। रोडवेज बस और पिकअप चालक के बीच आपसी बातचीत में ही समझौता हो गया।
ऐसे में मामला पुलिस के पास भी नहीं पहुंचा।
बुधवार दोपहर एक पिकअप वाहन सरिया और कुछ लोहे का सामान ले जा रहा था। सामान पिकअप की बॉडी के बाहर दोनों ओर निकला हुआ था। कुछ मोटे सरिये सीधे और कुछ लोहे की चादरें भी लदी हुई थीं। पिकअप के आगे एक रोडवेज बस चल रही थी। प्रत्यक्षदर्शियों के मुताबिक रोडवेज बस के चालक ने अचानक ब्रेक लगाए तो पिकअप चालक ने भी गाड़ी एकाएक रोक दी। इससे उसके ऊपर लदे सरिये और पाइप तेजी से आगे निकलकर बस के पिछले हिस्से में जा घुसे। हादसे को देख भीड़ लग गई।
गनीमत रही कि बस के पिछले हिस्से में कोई सवारी नहीं बैठी थी। ऐसे में कोई घायल नहीं हुआ। प्रत्यक्षदर्शियों के मुताबिक, यदि कोई बैठा होता तो वह हताहत भी हो सकता था। दोनों चालकों में विवाद भी हुआ लेकिन स्थानीय लोगों ने समझाकर शांत करा दिया। इस मामले में इंस्पेक्टर पटेलनगर रविंद्र यादव का कहना है कि थाने और चौकी में हादसे को लेकर कोई शिकायत नहीं आई है। यदि कोई शिकायत आती है तो इस पर कार्रवाई की जाएगी। आसपास के लोगों से भी इसके बारे में पूछा जाएगा।
प्रशासन की नाक के नीचे दौड़ रहे जुगाड़ और बेतरतीब लदे लोडर
राजधानी में इन दिनों बेतरतीब लोडर वाहन दौड़ रहे हैं। नियमों को धता बताते हुए इनमें लोहे का सामान बॉडी से बाहर तक भरा जाता है। यही नहीं, जुगाड़ वाहनों का भी राजधानी में बोलबाला है। आधा स्कूटर और आधा रिक्शा से बनाए गए वाहनों को राजधानी के सड़कों पर सरपट दौड़ते देखा जा सकता है। इन वाहनों में भी सरिया या अन्य सामान लादकर चलाया जा रहा है। इनसे भी दुर्घटना होने का खतरा बना रहता है। बीते दिनों ऋषिकेश में इस तरह के वाहनों के खिलाफ कार्रवाई की गई थी, लेकिन देहरादून में लंबे समय से कार्रवाई नहीं हुई है।

नियमानुसार लोडर वाहन की बॉडी से सामान बाहर निकालकर चलाना अपराध है। इन वाहनों की बाकायदा लोडिंग क्षमता होती है। यदि मजबूरी होती है मसलन, ट्रक में सरिया आदि तो इस पर रिफ्लेक्टर लगाना जरूरी होता है ताकि रात के समय पीछे या आगे चल रहे वाहन के चालक इससे सचेत हो सकें लेकिन राजधानी में इन सब नियमों को ताक पर रखकर वाहन चल रहे हैं।
वाहन के मूल स्वरूप में बदलाव भी अपराध
मोटर व्हीकल एक्ट के तहत किसी भी वाहन का मूल स्वरूप को बदलकर चलाना भी अपराध की श्रेणी में आता है। यही नहीं, यदि वाहन पर रंग भी अलग किया गया है तो इस पर भी कार्रवाई की जा सकती है। वाहन के इंजन में बदलाव, बॉडी में बदलाव, यात्री वाहन को लोडिंग में चलाना, कृषि कार्य में पंजीकृत ट्रैक्टर को कामर्शियल इस्तेमाल आदि पर आरटीओ या पुलिस कार्रवाई कर सकती है। जबकि, स्मार्ट सिटी देहरादून में तो रिक्शा में बाइक, स्कूटर का आधा हिस्सा जोड़कर जुगाड़ बनाए गए हैं। बावजूद इसके इन पर कोई कार्रवाई नहीं हो रही है।
