विभिन्न भर्ती परीक्षाओं के पेपर लीक विवाद में घिरे उत्तराखंड अधीनस्थ सेवा चयन आयोग के पूर्व सचिव संतोष बडोनी को शासन ने निलंबित कर दिया है। सचिव प्रभारी, सचिवालय प्रशासन विनोद कुमार सुमन ने बृहस्पतिवार देर रात उनके निलंबन के आदेश जारी किए।

पिछले माह स्नातक स्तरीय परीक्षा के पेपर लीक होने के मामले में मुख्यमंत्री पुष्कर सिंह धामी के निर्देश पर एसटीएफ ने जांच शुरू की थी। पेपर लीक विवाद के बीच पहले अध्यक्ष एस राजू ने नैतिकता के तहत अपने पद से इस्तीफा दे दिया था। इसके बाद 13 अगस्त को सरकार ने आयोग के सचिव पद से संतोष बडोनी को हटा दिया था। चूंकि बडोनी सचिवालय सेवा के अधिकारी हैं, इसलिए उन्हें सचिवालय में बतौर संयुक्त सचिव ज्वाइनिंग दी गई थी।

इस बीच पेपर छापने वाली कंपनी आरएमएस टेक्नो सॉल्यूशन के मालिक राजेश चौहान सहित 31 आरोपी सलाखों के पीछे जा चुके हैं। जबकि सचिवालय रक्षक भर्ती का पेपर आयोग की प्रिंटिंग प्रेस से पेन ड्राइव के माध्यम से चोरी होने का मामला भी सामने आया। लगातार आयोग के पदाधिकारी व अधिकारियों पर सवाल उठ रहे थे। पेपर लीक का मामला जैसे-जैसे बढ़ रहा है, वैसे ही विपक्ष भी लगातार अध्यक्ष व सचिव के खिलाफ भी कार्रवाई की मांग करता आ रहा है।

बृहस्पतिवार की देर रात सचिव, सचिवालय प्रशासन विनोद कुमार सुमन ने संतोष बडोनी को निलंबित करने का आदेश जारी कर दिया। उन्हें सचिव पद पर रहते हुए अपने कार्यों को ठीक से न करने और उदासीनता बरतने का दोषी मानते हुए निलंबित किया गया है। उन्हें राज्य कर्मचारी आचरण नियमावली 2002 के नियम तीन के उप नियम 1 व 2 और उत्तराखंड सरकारी सेवक (अनुशासन एवं अपील) संशोधन नियमावली 2010 के नियम 4 के उपनियम 1 के तहत निलंबित किया गया है।

चूक पर लगातार घिरा हुआ है आयोग
आयोग के स्तर से भर्ती परीक्षाओं के काम जिस तरह से करवाए गए, उस पर आयोग लगातार कटघरे में है। एक ही कंपनी को बार-बार पेपर छपवाने का ठेका देना, आयोग की हाई सिक्योरिटी जोन वाली प्रिंटिंग प्रेस से पेपर चोरी होना, अनुबंध संबंधी मामलों में स्थिति स्पष्ट न होना जैसे तमाम आरोप लगातार लग रहे हैं।
