देहरादून:- मुख्यमंत्री पुष्कर सिंह धामी ने निर्देश दिये कि शासन-प्रशासन के निचले स्तर तक गुड गर्वनेंस दिखनी चाहिए। प्रशासनिक अधिकारी अंतिम पंक्ति में खड़े व्यक्ति तक जाकर उनकी समस्याओं का समाधान सुनिश्चित करें। जिलों व तहसीलों मे भी आम जनता से मिलने के लिए समय निर्धारित किया जाए। मुख्यमंत्री पुष्कर सिंह धामी ने गुड गर्वनेंस के संबंध में सचिवालय में अधिकारियों के साथ बैठक की। उन्होंने कहा कि तहसील दिवसों का रोस्टर तय किया जाए। बहुउद्देशीय शिविरों का नियमित तौर पर आयोजन किया जाए। इनका रोस्टर बनाकर व्यापक प्रचार प्रसार किया जाए ताकि आमजन इनसे लाभान्वित हो सके। लोगों की शिकायतों का मौके पर ही निस्तारण सुनिश्चित किया जाए।
मुख्यमंत्री ने निर्देश दिये कि सीएम हेल्पलाईन 1905 व अपणि सरकार पेर्टल पर प्राप्त शिकायतों का क्वालिटी निस्तारण हो। पेंडेंसी कम से कम रहे। अधिक पेंडेंसी रहने पर संबंधित अधिकारियों की जवाबदेही सुनिश्चित की जाएगी। लोगों को अधिक से अधिक सहूलियत मिले। हम सभी जनता के लिये हैं, लोगों की सेवा के लिये हैं। जनता से जुड़ी प्रक्रियाओं का सरलीकरण किया जाए। गैर जरूरी औपचारिकताओं को समाप्त किया जाए। प्रत्येक सोमवार को सचिव स्तर पर उनके विभाग से संबंधित जनशिकायतों के निवारण की समीक्षा की जाए। मुख्यमंत्री ने अपर मुख्य सचिव राधा रतूड़ी को समाज कल्याण और स्वास्थ्य विभाग की अलग से समीक्षा करने के निर्देश दिये।
मुख्यमंत्री ने कहा कि गुड गवर्नेंस लोगों को महसूस होनी चाहिए। इसमें फील्ड लेवल अधिकारियों व कार्मिकों की महत्वपूर्ण भूमिका होती है। उन्हें अच्छा परिणाम देने के लिए प्रेरित किया जाए। डीएम इसमें कुशल टीम लीडर की तरह काम करें। साथ ही प्रत्येक स्तर पर प्रभावी और सतत मॉनिटरिंग की जाए। अपणि सरकार पोर्टल में और अधिक सेवाओं को जोड़ा जाए। सेवा का अधिकार एक्ट को और मजबूत किये जाने की जरूरत है। उच्च स्तरीय बैठकों में स्पष्ट निर्णय लिये जाएं और उनका क्रियान्वयन टाईम लिमिट में सुनिश्चित किया जाए। सूचना तकनीक का अधिक से अधिक उपयोग किया जाए। प्रत्येक विभाग के पास ये डाटा रहना चाहिए कि उनके यहां कितनी पेंडेंसी है। सचिव स्तर से इसकी समीक्षा की जाए। कोई भी फाईल अनावश्यक पेंडिंग न रहे। ई-ऑफिस का अधिक से अधिक उपयोग किया जाए। इससे फाईल ट्रेकिंग आसानी से होती है।
मुख्यमंत्री ने कहा कि घर-घर जाकर आम जन को जरूरी सेवाएं उपलब्ध कराने के लिए पुख्ता योजना तैयार की जाए। पहले इसे पायलट आधार पर चलाया जाए, बेहतर परिणाम मिलने पर पूरी तरह से लागू की जा सकती है। इससे प्रदेश के युवाओं को रोजगार भी मिलेगा। तमाम योजनाओं का फायदा, लाभान्वितों को डीबीटी के माध्यम से सच्चे मायनों में मिले, इसकी पुख्ता व्यवस्था की जाए। सचिवालय में सप्ताह में एक दिन नो मीटिंग डे निर्धारित किया जाए, इस दिन सभी अधिकारी अपने कार्यालय में आगंतुकों से मिलने के लिए उपस्थित रहें।
