टिहरी गढ़वाल:- वनाग्नि की रोकथाम एवं प्रभावी नियंत्रण हेतु जिलाधिकारी टिहरी गढ़वाल इवा आशीष श्रीवास्तव ने आज जिला कार्यालय के वीसी कक्ष में ऑनलाइन माध्यम से संबंधित अधिकारियों के साथ जिला स्तरीय वनाग्नि सुरक्षा समिति की बैठक ली। उन्होंने अधिकारियों को निर्देशित करते हुए कहा कि वनाग्नि की घटनाओं को रोकने के लिए सभी संबंधित विभाग आपसी समन्वय से कार्य करें। कहा कि ग्राम पंचायत स्तर पर विजिट कर लोगों को आग लगाने से होने वाले नुकसान के संबंध में जानकारी देकर जागरूक करें तथा विजिट कर की गयी कार्रवाई की 15 दिवसीय रिपोर्ट फोटोग्राफ्स् सहित निर्धारित प्रारूप में उपलब्ध कराना सुनिश्चित करें। उन्होंने कहा कि वनाग्नि की घटनाएं न हो इसके लिए नियमित रूप से गश्त करते रहें और आग लगाने वालों की प्राथमिकी दर्ज कर नियमानुसार कार्रवाई करना सुनिश्चित करें। उन्होंने कहा कि आग लगाने वालों के खिलाफ सख्त कार्यवाही की जाये। उन्होंने कहा कि आग लगाने वाले के संबंध में सबूत (फोटोग्राफ्स्/वीडियोग्राफ्स) सहित सूचित करने वाले को 10 हजार की धनराशि दी जायेगी तथा उसका नाम भी गुप्त रखा जायेगा।
शासन के दिशा-निर्देशों के क्रम में वनाग्नि की घटनाओं के रोकथाम हेतु जिलाधिकारी ने राजस्व प्रशासन, पुलिस प्रशासन एवं वन विभाग को निर्देशित किया कि आग लगने की घटनाओं की सूचना प्राप्त होते हुए ही समन्वय बनाकर कार्य करें। उन्होंने कहा कि ग्रामीणों द्वारा कृषि भूमि में पराली (आडा) जलाने की कार्यवाही को रोकने हेतु वृहद अपील एवं प्रचार-प्रसार करें। शरारती तत्वों द्वारा जानबूझकर/रंजिश के कारण वन क्षेत्रों में आग लगाने सम्बन्धी प्रकरणों में पुलिस विभाग द्वारा एफ.आई.आर. दर्ज की जाये। उन्होंने कहा कि सिविल सोयम वनों के अन्तर्गत वनाग्नि नियंत्रण/प्रबन्धन हेतु राजस्व विभाग, ग्राम प्रधानों एवं स्थानीय ग्रामीणों की भूमिका निर्धारित की जाये। उन्होंने कहा कि वन क्षेत्रों से गुजरने वाली पारेषण लाईनों से निकलने वाली चिंगारी से वनाग्नि घटनाओं से बचने हेतु विद्युत विभाग द्वारा प्रभावी कार्यवाही की जाये तथा घटना घटित होने की सूचना प्राप्त होने पर तत्काल कार्यवाही करते हुए उसका निस्तारण करना सुनिश्चित करें।
जिलाधिकारी ने कहा कि वनाग्नि काल में जल संस्थान/जल निगम द्वारा फायर वाटर टैंक को निर्बाध रूप से वनाग्नि बुझाने हेतु पानी की उपलब्धता सुनिश्चित की जाये। कहा कि वनाग्नि घटनाओं के द्वारा प्रभावित व्यक्तियों/परिवारों को नियमानुसार अनुमन्य अनुग्रह धनराशि तत्काल उपलब्ध कराई जाय। उन्होंने ग्राम प्रहरी एवं ग्राम चौकीदारों को भी कड़े निर्देश देते हुए अपनी जिम्मेदारी सुनिश्चित करने को कहा। डीपीआरओ को निर्देशित किया गया कि ग्राम विकास अधिकारियों के माध्यम से जन जागरूकता लायें। डीईओ पीआरडी को निर्देशित किया गया कि महिला मंगल दलों एवं युवा मंगल दलों का सहयोग लें। शहरों एवं अर्धशहरों के नजदीक सिविल सोसायटी, एन.जी.ओ. इत्यादि का सहयोग लिया जाये।
बैठक में शहरों एवं अर्धशहरी क्षेत्रों जैसे-टिहरी शहर, घनसाली, बालगंगा, मुनिकीरेती, देवप्रयाग, कीर्तिनगर, लम्बगांव, धनोल्टी, धम्बा के 10 किमी० परिधि के अन्तर्गत वनाग्नि नियंत्रण में एस०डी०आर०एफ० का सहयोग प्राप्त करने, वनाग्नि घटनाओं के नियंत्रण/प्रबन्धन हेतु प्रभागीय वनाधिकारी को आवश्कयतानुसार अन्टाईड फण्ड/एस०डी०आर०एफ० से आवश्यक संसाधन उपलब्ध कराये जाने, लोक निर्माण विभाग व सीमा सडक संगठन द्वारा मोटर मार्गों के पक्कीकरण कार्यों के द्वारा अग्नि व सावधानी पूर्वक सर्तकता के साथ कार्य करने तथा अधिकारियों, कर्मचारियों एवं श्रमिकों द्वारा वनाग्नि नियंत्रण/प्रबन्धन में अपेक्षित सहयोग प्राप्त करने, वनाग्नि सत्र में सूचनाओं के त्वरित आदान-प्रदान हेतु जिला आपदा नियंत्रण कक्ष, पुलिस विभाग के सूचना तंत्र/नियंत्रण कक्ष तथा वन विभाग के सूचना तंत्र/नियंत्रण कक्ष को आपस में जोड़ते पर भी चर्चा की गई।
