टिहरी गढ़वाल:- सांसद, संसदीय क्षेत्र टिहरी गढ़वाल माला राज्यलक्ष्मी शाह की अध्यक्षता में आज विकास भवन सभागार टिहरी गढ़वाल में जिला विकास समन्वय एवं निगरानी समिति(दिशा) की बैठक आयोजित की गयी। सांसद द्वारा विभिन्न जन कल्याणकारी योजनाओं की समीक्षा कर अधिकारियों को आवश्यक दिशा-निर्देश दिए गए। उन्होंने अधिकारियों एवं जनप्रतिनिधियों को निर्देशित किया कि बैठक को गंभीरता से लेते हुए अनिवार्य रूप से बैठक में उपस्थित होना सुनिश्चित करेंगे। उन्होंने अधिकारियों को पूर्ण सूचनाओं के साथ बैठक में उपस्थित होने के निर्देश दिये। कहा कि अधिकारी आपसी समन्वय बनाकर जनपद के सभी क्षेत्रों में कार्यों की गुणवत्ता के साथ समयान्तर्गत कार्यों को पूर्ण करना सुनिश्चित करें। पीएमजीएसवाई के अधूरे सड़क निर्माण कार्यों को लेकर उन्होंने नाराजगी प्रकट करते हुए समयावधि तय कर कार्यों को पूर्ण करने के निर्देश दिये। कहा कि जो भी कार्य किये जाते हैं, उसकी सूचना जन प्रतिनिधियों को भी उपलब्ध कराना सुनिश्चित करें। डोबरा चांटी पुल से लम्बगांव तक मोटर मार्ग की खराब स्थिति पर विभागीय अधिकारी ने बताया कि मार्ग के डबल लैन/चौड़ीकरण का प्रस्ताव शासन को भेजा गया है। सांसद ने निर्देशित किया कि जब तक शासन से स्वीकृति प्राप्त नहीं होती है, तब तक व्यवस्था करना सुनिश्चित करें।
बैठक में सर्वप्रथम विगत बैठक में दिये गये निर्देशों के अनुपालन में किये गये कार्यों की आख्या रिपोर्ट प्रस्तुत की गई। प्रधानमंत्री ग्राम सड़क योजना के अन्तर्गत विभाग द्वारा अवगत कराया गया कि पिलखी गौंजियाणा मोटर मार्ग का प्रस्ताव शासन को भेजा गया है। बताया कि वर्ष 2021-22 दैवीय आपदा के अन्तर्गत जिला प्रशासन से 4.80 लाख की धनराशि प्राप्त हुई, जिसके सापेक्ष मार्ग की झाड़ी कटान व नाली सफाई का कार्य करा दिया गया है तथा शेष अन्य कार्य किये जा रहे हैं। इस पर सांसद द्वारा निर्देशित किया गया कि प्रस्ताव पर शासन से धनराशि स्वीकृति प्राप्त होते ही तत्काल मोटर मार्ग का कार्य प्रारंभ करना सुनिश्चित करें। बैठक में समिति के सदस्यों द्वारा विकास खंड धनोल्टी के रगड गांव मोटर मार्ग की स्थिति के बारे में सूचना चाही गई, इस पर विभागीय अधिकारी द्वारा अवगत कराया गया कि इस मार्ग में प्रथम चरण का कार्य पूर्ण हो चुका है तथा द्वितीय चरण का कार्य गतिमान है, जिसे सितम्बर 2022 तक पूर्ण कर लिया जायेगा। विधायक घनसाली द्वारा उठाये गये सवाल कि समण गांव मोटर मार्ग हेतु पैंसा मिलने के बावजूद कार्य न होने का कारण किसी भी ठेकेदार द्वारा टेंडर न उठाया जाना बताया गया, इस पर जिलाधिकारी ने रिवाईज्ड प्रस्ताव बनाकर टेंडर करवाने को कहा।
सांसद द्वारा विकास खण्ड चम्बा के नागणी जड़धारगांव स्वाडी नागदेवपथल्ड मोटर मार्ग जिसमें इंटरलोकिंग टाईल द्वारा सतह के सुधारीकरण कार्य होना है तथा जिसका प्रस्ताव शासन को भेजा गया है, का पुनः नये रेट पर प्रस्ताव तैयार कर शासन को भेजने के निर्देश दिये गये। नागणी माण्डाई जौल वाया जखोत सुदाडा देवरी नकोट नागदेवपथल्ड मोटर मार्ग के संबंध में अवगत कराया गया कि संयुक्त निरीक्षण हो चुका है, दुगुनी भूमि हेतु भूमि चिन्ह्किरण की कार्यवाही गतिमान है। बैठक में खाण्डतल्ला मोटर मार्ग चम्बा का डामरीकरण में गुणवत्ता का ध्यान रखते हुए कार्य पूर्ण करने के निर्देश दिये। जनप्रतिनिधियों द्वारा जनपद मुख्यालय की अन्तरित सड़कों की खराब स्थिति से भी अवगत कराया गया। इस पर सांसद द्वारा जनपद के मार्गों स्थलीय निरीक्षण कर क्षतिग्रस्त मोटर मार्गों को समयान्तर्गत ठीक करने के निर्देश दिए गए। जिला पंचायत अध्यक्षा ने कहा कि पीएमजीएसवाई की जो 20 सड़के लोक निर्माण विभाग को हस्तान्तरित की जानी हैं, उन्होंने एक माह में लोनिवि को हेण्डओवर करना सुनिश्चित करें।
स्वास्थ्य विभाग की समीक्षा के दौरान सांसद ने कहा कि दूरस्थ क्षेत्रों में परिस्थिति एवं स्थिति को ध्यान में रखते हुए स्वास्थ्य सुविधाओं को प्राथमिकता के आधार पर देना सुनिश्चित करें। उन्होंने कहा कि जिला अस्पताल रेफर सेंटर न बने, इसके लिए मॉनिटरिंग करते रहें। उनके द्वारा लम्बगांव में बिजली कनेक्शन, कण्डीसौड़ में स्वास्थ्य उपकरण, एएनएम सेंटर पिपोला हेण्डओवर किये जाने, ग्राम पंचायत जाख, कागड़ा में एएनएम सेंटर जीर्ण-शीर्ण की भी जानकारी ली गई। मुख्य चिकित्सा अधिकारी द्वारा अवगत कराया गया कि जिला चिकित्सालय बौराड़ी में पार्किंग न होने के कारण जनता को असुविधा हो रही है, शासन से धनराशि प्राप्त होते ही पार्किंग कार्य प्रारम्भ कर दिया जायेगा। उन्होंने एम्बुलेंस, पदों के सापेक्ष खाली पद की जानकारी भी दी। जिलाधिकारी ने लम्बित प्रकरणों की सूची उपलब्ध कराने के निर्देश दिये।
बैठक में जल जीवन मिशन, डांगी पेयजल योजना प्रतापनगर, बुरांसखण्डा पेयजल योजना, स्योरी में हैण्डपम्प के संबंध में भी चर्चा की गई। वहीं विद्युत विभाग को आंवटित 06 करोड़ 63 लाख घनसाली के अन्तर्गत मरवाडी, पिनस्वाड़ में कार्याें की गुणवत्ता सही न होने की शिकायत, झूलती तारों, घनसाली घूत्तू में ब्रेक डाउन न हो इसके निस्तारण के निर्देश दिये गये। हिमगांव पोलियाधार सब स्टेशन बनाने पर भी चर्चा की गई। जिला विकास अधिकारी द्वारा मनरेगा के तहत किये जा रहे कार्याें एवं प्रगति से अवगत कराया गया, इस पर विधायक प्रतापनगर ने कहा कि सप्लाई चैन को मजबूत करें। नगर पंचायत अध्यक्षा गजा द्वारा अवगत कराया गया कि न.पंचा में 04 वार्ड में कोई भी आंगनवाड़ी केन्द्र नहीं है। समाज कल्याण अधिकारी द्वारा वृद्धा, विकलांग, विधवा पेंशन के बारे में जानकारी दी गई। इस पर विधायकों द्वारा दूरस्थ क्षेत्रों में शिविर लगाकर योजनाओं की जानकारी देकर लोगों को लाभान्वित करने को कहा गया। समग्र शिक्षा पर भी चर्चा की गई।
