मुख्यमंत्री श्री पुष्कर सिंह धामी की अध्यक्षता में सुभाष रोड स्थित होटल में राज्य स्तरीय बैंकर्स समिति की बैठक आयोजित की गई। मुख्यमंत्री ने कहा कि केन्द्र एवं राज्य सरकार की विभिन्न योजनाओं का आमजन तक पूरा लाभ पहुंचे, इसके लिए विभिन्न जन कल्याणकारी योजनाओं के तहत लोन की प्रक्रियाओं के सरलीकरण पर विशेष ध्यान दिया जाए। प्रदेश के समग्र विकास के लिए राज्य सरकार द्वारा जो प्रयास किये जा रहे हैं, उनमें बैंको को भी अपेक्षित सहयोग करना होगा। मुख्यमंत्री ने कहा कि राज्य में क्रेडिट-जमा अनुपात (सी.डी. रेशियो) कम होना चिंता का विषय है। इसको बढ़ाने के प्रयास किये जाएं।
मुख्यमंत्री ने कहा कि आमजन को सरकार की विभिन्न योजनाओं के तहत लोन लेने में समस्या न हो, इसके लिए सभी बैंको को फार्म के सरलीकरण के साथ फार्म का फार्मेट भी एक तरह का हो, इस पर भी ध्यान देना होगा। लोन के लिए आवश्यक दस्तावेज एवं अन्य मानकों की जानकारी बैंको की शाखाओं में बोर्ड के माध्यम से भी दी जाएं। लोन के आवेदनों की अधिक समय तक पेंडेंसी खेदजनक विषय है। पेंडेंसी को रोकने के लिए आवेदन के बाद लोन स्वीकृत होने के लिए समय निर्धारित किया जाए। यह सुनिश्चित किया जाए कि अनावश्यक रूप से फार्म रिजेक्ट न हों। इसके लिए संबंधित विभागीय अधिकारियों एवं बैंकर्स की भी जिम्मेदारी फिक्स की जाए।
मुख्यमंत्री ने कहा कि राज्य सरकार ने 5 सालों में राज्य आय को दोगुना करने का लक्ष्य रखा है। जिसके लिए विभागों और बैंको को भी समन्वय से कार्य करना होगा। उन्होंने कहा कि विभिन्न योजनाओं के तहत विभागों एवं बैंकों को जो लक्ष्य दिया जाता है, वो लक्ष्य न्यूनतम होता है। न्यूनतम लक्ष्य प्राप्ति के बाद आमजन को योजनाओं का कितना फायदा मिल पाता है, यह विभाग एवं बैंकों के लिए उपलब्धि होगी।
मुख्यमंत्री ने अधिकारियों को निर्देश दिये कि यह सुनिश्चित किया जाए कि जनपदों एवं ब्लॉक स्तर पर बैंकर्स समिति की बैठक नियमित हो। ब्लॉक स्तर पर होने वाली बैठकों में मुख्य विकास अधिकारी भी जाएं। उन्होंने कहा कि हम आजादी के अमृतकाल में प्रवेश कर चुके हैं। आने वाले समय में देश हर क्षेत्र में तेजी करे, राज्य में हर क्षेत्र में प्रगति हो, इस दिशा में सबको मिलकर प्रयास करने होंगे। उन्होंने कहा कि केन्द्र एवं राज्य सरकार की जन कल्याणकारी योजनाओं की आमजन तक पूरी जानकारी हो और वे योजनाओं का पूरा लाभ उठा सकें, इसके लिए व्यापक स्तर पर जागरूकता अभियान भी चलाए जाएं।
