उत्तराखंड के संवेदनशील हिमालयी क्षेत्र में आपदा जोखिम न्यूनीकरण और लचीलापन सुदृढ़ करने के उद्देश्य से भारतीय प्रौद्योगिकी संस्थान (आईआईटी) रुड़की में एक उच्च-स्तरीय कार्यशाला का आयोजन किया गया। त्रिलोचन उप्रेती स्मृति हिमालयी शोध संस्थान एवं आईआईटी रुड़की के संयुक्त तत्वावधान में आयोजित इस एकदिवसीय कार्यशाला में नीति-निर्माताओं, वैज्ञानिकों, आपदा-प्रतिक्रिया एजेंसियों और शिक्षाविदों ने भाग लिया।
कार्यशाला को मुख्यमंत्री पुष्कर सिंह धामी ने वर्चुअल रूप से संबोधित करते हुए कहा कि उत्तराखंड जैसे हिमालयी राज्य के लिए विज्ञान-आधारित और प्रौद्योगिकी-सक्षम आपदा-तैयारी कोई विकल्प नहीं बल्कि अनिवार्यता है। उन्होंने भूकंप, भूस्खलन, बाढ़, बादल फटना, हिमस्खलन और वनाग्नि जैसी आपदाओं की संवेदनशीलता का उल्लेख करते हुए राहत-केंद्रित दृष्टिकोण से आगे बढ़कर विकास नियोजन में अंतर्निहित आपदा-लचीलापन अपनाने पर बल दिया।
आईआईटी रुड़की के निदेशक के. के. पंत ने कहा कि आपदा-लचीलापन सतत विकास की आधारशिला है और यह विकसित भारत @2047 के लक्ष्य, सेंडाई फ्रेमवर्क तथा संयुक्त राष्ट्र सतत विकास लक्ष्यों के अनुरूप है। उन्होंने कहा कि आईआईटी रुड़की सरकार, उद्योग और अंतरराष्ट्रीय भागीदारों के साथ मिलकर आपदा-रोधी अवसंरचना, प्रारंभिक चेतावनी प्रणालियों और क्षमता-निर्माण के क्षेत्र में निरंतर कार्य कर रहा है।
कार्यशाला में आपदा प्रबंधन को प्रतिक्रिया-केंद्रित दृष्टिकोण से आगे बढ़ाकर पूर्वानुमान-आधारित और प्रौद्योगिकी-सक्षम मॉडल की आवश्यकता पर सहमति बनी। विशेषज्ञों ने प्रारंभिक चेतावनी प्रसार, पर्वतीय क्षेत्रों में आपदा-रोधी अवसंरचना, जलवायु-संबद्ध आपदा जोखिम और समन्वित प्रतिक्रिया तंत्र पर अपने विचार साझा किए।
कार्यक्रम के दौरान एआई-आधारित भीड़ निगरानी, बाढ़ निगरानी प्रणालियाँ, भू-स्थानिक खतरा मानचित्रण और ऊर्जा भंडारण जैसी आधुनिक तकनीकों के प्रदर्शन भी किए गए, जो आपदा तैयारी और जोखिम न्यूनीकरण को अधिक प्रभावी बनाने की दिशा में महत्वपूर्ण कदम माने जा रहे हैं।
कार्यशाला के माध्यम से आईआईटी रुड़की ने सहयोगात्मक अनुसंधान, पायलट परियोजनाओं और प्रशिक्षण कार्यक्रमों के जरिए उत्तराखंड में आपदा-लचीलापन सुदृढ़ करने तथा राष्ट्रीय और वैश्विक स्तर पर आपदा प्रबंधन प्रयासों में योगदान देने की अपनी प्रतिबद्धता दोहराई।
