उत्तराखंड पुलिस विभाग ने लंबे समय से चली आ रही 4600 ग्रेड-पे की मांग का मुख्यमंत्री पुष्कर सिंह धामी ने हल निकाल लिया है. सीएम धामी के आदेश के बाद पुलिस विभाग में एडिशनल एसआई का नया रैंक सृजित करते हुए 1750 नए पद स्वीकृत करने के आदेश भी जारी कर दिये गए हैं.
सीएम पुष्कर सिंह धामी की इस घोषणा के बाद प्रदेश में पुलिसिंग की स्थिति में बदलाव होगा. पुलिस के जवानों को प्रोन्नति के अतिरिक्त अवसर मिलेंगे.
देहरादून: उत्तराखंड पुलिस विभाग ने लंबे समय से चली आ रही 4600 ग्रेड-पे (Uttarakhand Police Grade Pay) की मांग का मुख्यमंत्री पुष्कर सिंह धामी (CM Pushkar Singh Dhami) ने हल निकाल लिया है. ऐसे में अब पुलिस विभाग में एडिशनल एसआई (New Rank of Additional SI in Uttarakhand Police) का नया रैंक सृजित करते हुए 1750 नए पद स्वीकृत करने के आदेश भी जारी कर दिये गए हैं.
जानकारी के मुताबिक, पुलिस विभाग में कॉन्स्टेबलों के 17,500 पद हैं और हेड कॉन्स्टेबलों के 3440 पद हैं और एडिशनल एसआई का एक भी पद नहीं है. लिहाजा, पुलिस जवानों को समय से प्रोन्नति देने के लिए मुख्यमंत्री पुष्कर सिंह धामी के निर्देश पर हेड कॉन्स्टेबलों रैंक के 1750 नए पद सृजित किए जांएगे.

एडिशनल एसआई का नया रैंक सृजित: मुख्यमंत्री के आदेश पर पुलिस विभाग में एडिशनल एसआई का नया रैंक सृजित करते हुए 1750 नए पद स्वीकृत किये जाएंगे. सबसे महत्वपूर्ण बात यह है कि उनका ग्रेड पे 4200 होगा. मुख्यमंत्री ने कहा है कि उन्हें पूरा विश्वास है कि इससे जवानों को प्रोन्नति के ज्यादा अवसर प्राप्त होंगे. सरकार के निर्णय को महत्वपूर्ण माना जा रहा है. सरकार की ओर से जारी आदेश तहत पुलिस सेवा में आने वालों को प्रोन्नति के अधिक अवसर मिल सकेंगे.
डीजीपी अशोक कुमार ने निर्णय पर खुशी जताते हुए मुख्यमंत्री का शुक्रिया अदा किया है. उन्होंने कहा कि उनका विश्वास है कि इससे जवानों को प्रोन्नति के ज्यादा अवसर प्राप्त होंगे. साथ ही जांच के लिए नए विवेचक उपलब्ध होने से केस की विवेचना की गुणवत्ता में सुधार आएगा. मुझे उम्मीद है कि इस निर्णय से सभी कॉन्स्टेबल कम से कम एडिशनल एसआई के पद से सेवानिवृत्त होंगे.

रोजगार के अवसर मिलेंगे: एडिशनल एसआई के पद के गठन के बाद उत्तराखंड में रोजगार के मौके भी खुलेंगे. एएसआई के पद पर प्रमोट होने वाले अधिकारियों की खाली कुर्सी को भरने के लिए सरकार की ओर से रिक्विटमेंट ड्राइव चलाई जाएगी. इससे प्रदेश के युवाओं को पुलिसिंग सेवा में जाने का अवसर मिल सकेगा. सीएम पुष्कर सिंह धामी ने युवाओं को रोजगार के अवसर मुहैया कराने की बात कही है.
क्या ग्रेड-पे विवाद: दरअसल, उत्तराखंड पुलिस में सिपाहियों की पहली भर्ती 2001 में हुई थी. उस वक्त पदोन्नति के लिए तय समय सीमा आठ, 12 एवं 22 साल थी. सिपाहियों की भर्ती के समय 2000 ग्रेड-पे होता है. इसके बाद आठ साल बाद उन्हें 2400, 12 साल बाद 4600 और 22 साल की सेवा के बाद 4800 दिए जाने का प्रावधान था. अब इस बैच के सिपाहियों को वर्ष 2013 में 4600 रुपये ग्रेड पे का लाभ मिलना था. लेकिन, उससे पहले ही सरकार ने समय-सीमा में बदलाव कर दिया.
उस वक्त कहा गया कि अब यह लाभ उन्हें नई नीति 10, 16 एवं 26 वर्ष के आधार पर मिलना है. ऐसे में इन सिपाहियों को अब वर्ष 2017 में 4600 ग्रेड पे का लाभ दिया जाना था. मगर, उससे पहले ही समय-सीमा को बढ़ाकर 10, 20 एवं 30 वर्ष का स्लैब कर दिया गया. इस हिसाब से इस साल 2001 बैच के सिपाहियों को 4600 ग्रेड पे का लाभ दिया जाना था. लेकिन, अब पिछले दिनों शासन ने ग्रेड पे को ही घटा दिया. ऐसे में सिपाहियों का कहना है कि जब जब उनका नंबर आया तब नियम बदलकर उनके साथ धोखा किया गया है.
