मुख्यमंत्री श्री पुष्कर सिंह धामी ने मुख्यमंत्री कार्यालय स्थित, मुख्य सेवक सदन में उत्तराखण्ड @ 25- आदर्श चम्पावत अन्तर्गत प्रमुख वैज्ञानिक सलाहकार भारत सरकार, हैस्को, यू-कॉस्ट एवं अन्य विषय विशेषज्ञों के साथ‘ हिमालयी पारिस्थितिकी तंत्र’ विचार मंथन कार्यक्रम में प्रतिभाग किया। इस अवसर पर भारत, सरकार के प्रधान वैज्ञानिक सलाहकार प्रो. अजय कुमार सूद, पद्मभूषण डॉ. अनिल प्रकाश जोशी, मुख्य सचिव डॉ. एस.एस. संधु, वैज्ञानिक सचिव प्रधान वैज्ञानिक सलाहकार डॉ. परविन्दर मैनी, डीजी यूकॉस्ट प्रो. दुर्गेश पंत उपस्थित थे।
मुख्यमंत्री श्री पुष्कर सिंह धामी ने कहा कि उत्तराखण्ड केवल एक पर्वतीय राज्य ही नहीं, यह हिमालयी पारिस्थितिकी तंत्र का एक अभिन्न अंग भी है। उत्तराखण्ड के विकास से जुड़े विभिन्न मुद्दों पर विषय विशेषज्ञों के साथ विचारों की श्रृंखला बोधिसत्व कार्यक्रम आयोजित किये गये। इसके तहत नीति आयोग के तत्कालीन उपाध्यक्ष डॉ. राजीव कुमार एवं भारत सरकार के तत्कालीन प्रधान वैज्ञानिक सलाहकार डॉ. के विजय राघवन और कई प्रमुख संस्थानों के विशेषज्ञों की उपस्थिति में आत्मनिर्भर उत्तराखण्ड @ 25 की परिकल्पना की गई। 2025 में उत्तराखण्ड राज्य स्थापना की रजत जयंती मनायेगा। राज्य सरकार का प्रयास है कि तब तक राज्य को हर क्षेत्र में अग्रणी राज्यों की श्रेणी में लाया जाए। इसके लिए सभी विभागों को लक्ष्य दिया गया है।
मुख्यमंत्री ने कहा कि प्रधानमंत्री श्री नरेन्द्र मोदी ने बाबा केदारनाथ की भूमि में कहा था कि यह दशक उत्तराखण्ड का दशक होगा। उत्तराखण्ड को सर्वश्रेष्ठ राज्य बनाने के लिए सबको अपना योगदान देना होगा। उत्तराखण्ड को आदर्श राज्य बनाने के लिए चम्पावत जनपद को मॉडल जनपद के रूप में लिया गया है। चम्पावत जनपद में मैदानी, उच्च एवं मध्य हिमालयी क्षेत्र है। चम्पावत को आदर्श जनपद बनाने के लिए यूकॉस्ट को नोडल बनाया गया है। उन्होंने कहा कि वैज्ञानिक और प्रौद्योगिकी के इस दौर में शोध, अनुसंधान और नवाचार पर विशेष ध्यान देने की जरूरत है। मुख्यमंत्री ने कहा कि राज्य सरकार का प्रयास है कि स्थानीय लोगों को अपने क्षेत्र में अधिक से अधिक रोजगार एवं स्वरोजगार के अवसर मिले। इसके लिए राज्य सरकार द्वारा अनेक योजनाएं चलाई जा रही हैं और सभी प्रक्रियाओं के सरलीकरण पर विशेष ध्यान दिया जा रहा है। विज्ञान और तकनीक की मदद से क्षेत्र विशेष की जरूरतों को ध्यान में रखकर योजनाओं के विकास पर ध्यान देने की जरूरत है।
मुख्यमंत्री ने कहा कि उत्तराखण्ड में कृषि, बागवानी, पर्यटन ऊर्जा के क्षेत्र में कार्य करने की अपार संभावनाएं हैं। इकोनॉमी और ईकोलॉजी में समन्वय बनाकर कार्य किये जा रहे हैं। उन्होंने कहा कि विकास के साथ ही जल संचय, पर्यावरण संरक्षण की दिशा में लगातार प्रयास किये जा रहे हैं। मुख्यमंत्री ने भारत सरकार के प्रधान वैज्ञानिक सलाहकार से आग्रह किया कि उत्तराखण्ड में सेमीकंडक्टर तथा आर.सी. के निर्माण की संभावनाओं पर भी विचार किया जाए।
भारत सरकार के प्रमुख वैज्ञानिक सलाहकार प्रो. अजय कुमार सूद ने कहा कि प्रमुख वैज्ञानिक सलाहकार ऑफिस से हम कैटालिस्ट बनकर काम कर सकते हैं। राज्य को हर संभव मदद दी जायेगी। उन्होंने कहा कि आज जो मंथन हो रहा है। एक साल में इसके काफी सुखद परिणाम देखने को मिले इसके लिए हमें आज से ही प्रयास करने होंगे। प्रमुख वैज्ञानिक सलाहकार ऑफिस काफी समय से उत्तराखण्ड से जुड़ा है। जी.डी.पी और जी.ई.पी. के सामंजस्य से उत्तराखण्ड आगे बढ़ रहा है, यह एक अच्छी पहल है। डिजास्टर मैनेजमेंट, ईको सिस्टम रेस्टोरेशन, वाटर मैनेजमेंट सिस्टम के साथ-साथ गर्ल एजुकेशन पर भी विशेष ध्यान दिया जाए। उन्होंने कहा कि इस विचार मंथन में जो भी सुझाव मिलेंगे, उनमें पूरा सहयोग दिया जायेगा।
हैस्को के संस्थापक डॉ. अनिल प्रकाश जोशी ने कहा कि उत्तराखण्ड हिमालयी राज्य है। हिमालयी राज्य होने के नाते उत्तराखण्ड का दायित्व और बढ़ जाता है। विकास के साथ ही प्राकृतिक संतुलन भी जरूरी है। इस दिशा में राज्य में सराहनीय प्रयास भी हो रहे हैं। हमें अपने संसाधनों का सही उपयोग कर आगे बढ़ना होगा।
मुख्य सचिव डॉ. एस.एस. संधु ने कहा कि प्रदेश के समग्र विकास के लिए सबको पूरी ऊर्जा के साथ आगे बढ़ने के प्रयास करने होंगे। उतराखण्ड विषम भौगोलिक परिस्थितियों वाला राज्य हैं। राज्य में मैदानी और पर्वतीय दोनों क्षेत्र हैं। देहरादून और नैनीताल जनपदों का आधा हिस्सा मैदानी और आधा पर्वतीय है। उत्तराखण्ड राज्य के विकास के लिए मैदानी एवं पर्वतीय जनपदों के लिए एक ही नीति नहीं बनाई जा सकती है। मैदानी जनपदों के लिए अलग और पर्वतीय जनपदों के लिए अलग नीति बनाकर राज्य के विकास के लिए सुनियोजित प्लानिंग हो सकती है। इस पर कार्य भी किये जा रहे हैं। उन्होंने कहा कि उत्तराखण्ड को अपना मॉडल डेवलप कर लीड लेनी होगी। समस्याओं का विश्लेषण कर समाधान ढ़ूढ़ना है। उत्तराखण्ड में अनेक प्राकृतिक ससांधन हैं, इन संसाधनों का सदुपयोग कर ईकोनॉमी और ईकोलॉजी में सतंलन बढ़ाकर आगे बढ़ना है।
