नई दिल्ली। विज्ञान भवन में आयोजित कार्यक्रम में भारत के राष्ट्रपति द्रोपदी मुर्मू द्वारा उत्तराखण्ड को 68वें राष्ट्रीय फिल्म पुरस्कार के अन्तर्गत Most Film Friendly State (Special Mention) पुरस्कार प्रदान किया गया। राज्य सरकार की ओर से यह पुरस्कार महानिदेशक, सूचना एवं मुख्य कार्यकारी अधिकारी उत्तराखण्ड फिल्म विकास परिषद बंशीधर तिवारी द्वारा प्राप्त किया गया है।
महानिदेशक, सूचना एवं मुख्य कार्यकारी अधिकारी उत्तराखण्ड फिल्म विकास परिषद बंशीधर तिवारी ने कहा कि उत्तराखण्ड राज्य को यह पुरस्कार मिलने से प्रदेश में फिल्मों की शूटिंग को और अधिक प्रोत्साहन मिलेगा। महानिदेशक, सूचना ने कहा कि राज्य के मुख्यमंत्री पुष्कर सिंह धामी द्वारा फिल्म उद्योग को प्रोत्साहित करने के लिए महत्वपूर्ण निर्णय लिये गये है। राज्य सरकार में फिल्म निर्माता-निर्देशकों के लिए अनुकूल माहौल बनाया गया है, जिसका परिणाम है कि आज उत्तराखण्ड को राष्ट्रीय स्तर पर पुरस्कार से सम्मानित किया गया है। मुख्यमंत्री धामी द्वारा प्रदेश की फिल्म नीति को और अधिक आकर्षक बनाया जा रहा है। फिल्म नीति को और अधिक आकर्षक और व्यावहारिक बनाया जा रहा है। इससे राज्य में फिल्म निर्माण क्षेत्र को और अधिक प्रोत्साहित किया जा सकेगा।
राज्य में अधिक से अधिक फिल्म निर्माता आ सकेंगे और स्थानीय स्तर पर रोजगार के अवसर बढ़ सकेंगे। राज्य सरकार द्वारा फिल्म नीति को आकर्षक बनाया गया है, जिसमें सिंगल विंडो शूटिंग अनुमति प्रदान किया जाना। अब राज्य में शूटिंग हेतु कोई भी शुल्क नही लिया जा रहा है। नई फिल्म नीति में रुपये 1.5 करोड़ तक अनुदान दिये जाने की व्यवस्था है। इसके साथ ही शूटिंग अवधि में पुलिस सुरक्षा उपलब्ध कराया जाना शामिल है। क्षेत्रीय फिल्मों को स्थानीय सिनेमाघरों द्वारा सप्ताह में एक शो अनिवार्य रूप से दिखाया जाना है।
महानिदेशक, सूचना एवं मुख्य कार्यकारी अधिकारी उत्तराखण्ड फिल्म विकास परिषद बंशीधर तिवारी ने कहा कि राष्ट्रीय स्तर के इस पुरस्कार के लिए उत्तराखण्ड राज्य का चयन हम सभी के लिए गौरव की बात है। अल्प कार्यकाल में देश के अन्य राज्यों को पीछे छोड़ते हुए उत्तराखण्ड राज्य का इस पुरस्कार के लिए चयन हुआ है। उन्होंने कहा की आगे भी सुविधा और सहयोग उपलब्ध कराया जाएगा ताकि अधिक से अधिक फ़िल्मों की शूटिंग उत्तराखंड में हो सके और उत्तराखंड विश्व पटल पर अपनी उपस्थिति और बेहतर तरीक़े से दर्ज करा सके।
उत्तराखण्ड फिल्म विकास परिषद के नोडल अधिकारी डॉ. नितिन उपाध्याय ने बताया कि उत्तराखण्ड राज्य को 68वें राष्ट्रीय फिल्म पुरस्कार के अन्तर्गत Most Film Friendly State (Special Mention) का पुरस्कार प्रदान किया गया है। भारत सरकार द्वारा यह पुरस्कार फिल्म उद्योग को आगे बढ़ाने, जिसमें राज्य में फिल्म निर्माण के लिए अनुकूल वातवारण तैयार करना शामिल है। इसके साथ ही फिल्म और कला क्षेत्र को प्रोत्साहन देना एवं बंद पड़े सिनेमा हॉल को फिर से खोलने के लिए प्रोत्साहित करना है। उत्तराखण्ड राज्य को यह पुरस्कार राज्य में फिल्म निर्माण के क्षेत्र में उत्कृष्ट प्रदर्शन के लिए दिया गया है। राज्य में उत्तराखण्ड राज्य सरकार द्वारा फिल्म निर्माताआें की सुविधाओं के दृष्टिगत आकर्षक फिल्म नीति लागू की गई है। विगत एक वर्ष में राज्य में 150 से अधिक फिल्मों, धारावाहिक, डाक्यूमेंट्री आदि की शूटिंग की गई है।
इनमें द कश्मीर फ़ाइल, मीटर चालू, बत्ती गुल, परमाणु, बाटला हाउस, कबीर सिंह, केदारनाथ, नरेन्द्र मोदी, स्टूडेंट ऑफ द ईयर, परमाणु, रागदेश, तड़प, वार, डिस्कवरी चैनल पर प्रसारित कार्यक्रम Man vs Wild आदि कई बड़े नाम भी शामिल है। वर्ष 2017 के लिए राष्ट्रीय फिल्म पुरस्कार के अन्तर्गत Special Mention Certificate for Film Friendly Environment पुरस्कार प्रदान किया गया था। वर्ष 2017 में पर्यटन पुरस्कार के अर्न्तगत उत्तराखण्ड राज्य को “राष्ट्रीय फिल्म संवर्धन हितैषी राज्य” का पुरस्कार प्रदान किया गया है। वर्ष-2018 के तहत सर्वश्रेष्ठ फिल्म प्रमोशन फ्रेण्डली स्टेट पुरस्कार-2018, वर्ष-2019 में मोस्ट फिल्म फ्रेंडली स्टेट का प्रथम पुरस्कार-2019 मिला है। इन पुरस्कारों हेतु राष्ट्रीय स्तर पर गठित चयन समिति द्वारा निर्धारित मानकों का परीक्षण कर यह पुरस्कार प्रदान किया जाता है। पुरस्कार हेतु निर्धारितों मानकों के अनुसार विवरण भारत सरकार को प्रेषित की किया जाता है, जिसमें Ease of filming, Infrastructure, सब्सिडी, Database, Marketing and Promotion एवं विगत वर्षो में राज्य में शूटिंग की गई फिल्मों की संख्या का विवरण प्रदान करना होता है।
