Nainital High Court News: हाई कोर्ट ने विष्णुगाड़ पीपलकोटी जल विद्युत परियोजना का मलबा अलकनंदा किनारे चमोली के हाटगांव, आदि शंकराचार्य द्वारा स्थापित लक्ष्मीनारायण मंदिर ( Laxminarayan temple Chamoli) व परिसर में डाले जाने के विरुद्ध दायर जनहित याचिका पर सुनवाई की।

अगली सुनवाई छह दिसंबर को

मुख्य न्यायाधीश न्यायमूर्ति विपिन सांघी व न्यायमूर्ति आरसी खुल्बे की खंडपीठ ने मंदिर परिसर के 100 मीटर दायरे में मलबा फेंकने पर रोक लगा दी है। साथ ही केंद्र व राज्य सरकार, टीएचडीसी को जवाब दाखिल करने के निर्देश दिए हैं। सुनवाई के दौरान कोर्ट ने मलबे की तस्वीरों को देखकर हैरानी जताई। अगली सुनवाई छह दिसंबर को होगी।

2008-2009 में परियोजना को स्वीकृति

हाट गांव के प्रधान राजेंद्र प्रसाद हटवाल ने जनहित याचिका दायर कर कहा है कि 2008-2009 में अलकनंदा नदी पर विष्णुगाड़ पीपलकोटी जल विद्युत परियोजना बनाने की स्वीकृति मिली। परियोजना के लिए टिहरी हाइड्रो डेवलपमेंट कारपोरेशन (THDC) ने भूमि का अधिग्रहण किया। टीएचडीसी ने ग्रामीणों को आश्वासन दिया कि उनको विस्थापित कर रोजगार देने के साथ ही विकास किया जाएगा। उनका गांव अलकनंदा नदी के किनारे सदियों पूर्व बसा हुआ है।

शंकराचार्य ने बनाए थे कई मंदिर

याचिका में ये भी कहा गया है कि बदरीनाथ जाने का यह पैदल पड़ाव भी है। नौवीं-दसवीं शताब्दी में आदि शंकराचार्य ने यहां लक्ष्मीनारायण व अन्य मंदिर समूहों की स्थापना की थी, जिनका गर्भ गृह आज भी यहां मौजूद है। इसमें ग्रामीण व अन्य पूजा-अर्चना करते आ रहे हैं। जल विद्युत परियोजना का मलबा लक्ष्मीनारायण मंदिर परिसर में डाला जा रहा है, जिससे मंदिर के अस्तित्व को खतरा पैदा हो गया है।

इधर-उधर फेंका जा रहा मलबा

बुधवार को सुनवाई के दौरान याचिकाकर्ता के अधिवक्ता की ओर से कोर्ट को बताया गया कि किसी विशेष परियोजना के लिए भूमि अधिग्रहण का मतलब यह नहीं कि मलबा कहीं भी फेंक दें। या फिर किसी क्षेत्र की विरासत और पारिस्थितिकी को नुकसान पहुंचाएं। भारतीय पुरातत्व सर्वेक्षण (ASI) की सिफारिशों की पूरी तरह अवहेलना करते हुए टीएचडीसी एक हजार वर्ष से अधिक पुरानी विरासत को कूड़े के ढेर में परिवर्तित कर रहा है।
